ICE SVU Annual Report Out, No Immigration Enforcement Inside The United States

Donald Trump never got ICE SVU back into the immigration enforcement business during his term in office, despite assurances from the fraud Tom Homan that illegal aliens would fear ICE. It was hard to believe that it could get worse, but the Biden Regime has done just that.

The report documents an ongoing collapse in arrests of illegal aliens, but the most interesting part of the report is a blatant lie by ICE SVU on why illegal immigration has increased: it’s global warming and the China Flu.

At-large arrests grew as broader migration trends contributed to an increase in unlawful entries to the Southwest border, driven by factors such as violence, food scarcity, severe poverty, unemployment, corruption, climate change, the ongoing impact of the COVID-19 pandemic, and dire economic conditions outside the United States.

In reality, the ongoing zerg rush is at the invitation of the Biden Regime, which openly announced that immigration enforcement would end, and so the world came, with another record of illegal invaders being reached: 270,000 illegal aliens entering in December 2023, with three days to go.

Another Biden Regime Record Reached

ICE SVU claimed that it increased arrests inside the United States, but all the increase is attributed to the border crisis, where ICE SVU takes credit for an arrest of an illegal alien who is initially arrested by the U.S. Border Patrol (USBP), but the illegal alien is released without being formally charged by the USBP with being an illegal alien using the DHS Form I-862, Notice To Appear (NTA) as is the legally required process, but instead issued a DHS Form I-385, Notice To Report (NTR). Upon reporting to the ICE SVU office, the formal arrest is made, with ICE SVU dishonestly taking credit for an arrest and claiming a subsequent increase in arrests, giving the public the illusion of increased enforcement.

The next takeaway from the ICE Annual Report is that overall immigration arrests in the interior have collapsed compared to even the low levels under President Trump.

ICE SVU Admits Arrests Are Low and on a Downward Spiral

While the above concerns U.S. Immigration and Customs Enforcement and Removal Operations (ICE ERO) and is not what I generally refer to as ICE SVU, instead the real ICE SVU, ICE Homeland Security Investigations (ICE HSI), is essentially out of the immigration enforcement business, with their annual report not even mentioning their primary responsibility, work-site enforcement [Another Mayorkas Amnesty For Illegal Aliens, The Workplace Amnesty, by Federale, Federale Blog, September 13, 2022].

In fact, in ICE SVU’s list of its primary investigative focus, there are almost no mentions of any immigration related crime.

Terrorism and national security threats.
Money laundering.
Financial fraud and illicit schemes.
Cybercrime.
Intellectual property theft and trade fraud.
Stolen goods and organized retail crime.
Narcotics smuggling.
Transnational gang activity.
Child exploitation.
Human smuggling.
Human trafficking.
Illegal exports of sensitive and controlled technologies, including weapons and munitions.
Identity and benefit fraud.
Human rights violations and war crimes

According to ICE SVU, one of its missions is shoplifting, which is not a crime mentioned or contemplated by the Homeland Security Act of 2003 as the responsibility of ICE SVU; the same with financial frauds and schemes. Way down at the bottom is identity and benefit fraud, which is supposed to be investigating immigration benefit fraud, but notice that protecting the National Football League (NFL) merchandise and Hollywood copyrights are more important than almost all of their responsibilities.

In fact, ICE SVU brags about its many “operations,” with protecting the NFL getting top billing in the annual report.

Operation Boiling Point
In response to organized retail theft and similar criminal activity such as cargo theft, HSI
developed and implemented Operation Boiling Point, which leverages HSI’s strong partnerships
with private industry, retailers, financial institutions, and others playing critical roles in combating
criminal groups that seek to disrupt interstate and foreign commerce. During FY 2023, Operation
Boiling Point officials made 386 arrests and seized $15.3 million in currency and monetary
instruments. Since its inception in 2022, officials have arrested 535 people and seized $20 million
in currency and monetary instruments in conjunction with this operation.

There are, of course, no operations designed to identify and arrest illegal aliens using fraudulent documents to obtain employment, nor any arrests of their employers.

But ICE SVU is spending millions on giving green cards to fake victims of so-called human trafficking, including “soft rooms” to interview “victims,” victims who paid smugglers to bring them to the United States [Who Is Responsible For The Atlanta Shooting At Chinese Brothels?, by Federale, Federale Blog, March 25, 2021].

HSI’s Countering Transnational Organized Crime Division’s Victim Assistance Program (VAP) is a central piece of HSI’s victim-based approach to investigations into crimes of victimization and exploitation. The VAP ensures victims of federal crimes, such as human trafficking, exploitation, financial scams, and human rights abuse, are informed of their rights and receive necessary assistance in compliance with federal statutes and the U.S. Attorney General’s Guidelines for Victim and Witness Assistance. Using a victim-centered, trauma-informed, and culturally sensitive approach, the VAP provides victim services and conducts forensic interviews of victims in support of HSI criminal investigations.

In FY 2022 and FY 2023, the VAP received congressional enhancement funds to increase victim support during HSI investigations in the United States and abroad. The funds allowed the program to create 76 new full-time positions, with 61 in HSI field offices where staff can directly serve and support victims. The funds also allowed VAP to integrate 59 “soft rooms” in HSI offices, which are non-intimidating spaces used to meet and interview victims.

And one final statistic: ICE SVU made only 292 administrative arrests. That means of the 22-30 million illegal aliens in the United States, ICE SVU only arrested a meager 292. When Donald Trump is reelected, he will have a lot to do to get ICE SVU back on track to arresting illegal aliens.
