The bill for the Biden Regime Zerg Rush at the border is expanding. For New York City alone the additional Federal aid will be $105 million in addition to the previously budgeted $35.5 million.

This week, House Minority Leader Hakeem Jeffries (D-NY) and Senate Majority Leader Chuck Schumer (D-NY) announced that American taxpayers will foot a $105 million bill to cover the costs of illegal immigration in New York City.

“We simply cannot keep shouldering the cost and bearing the responsibility of dealing with this crisis alone. It is a national crisis,” an official with Adams’ office said.

That funding comes after taxpayers have already paid out $30.5 million to cover illegal immigration costs in the “Big Apple.” Taxpayers are footing the bill through the Federal Emergency Management Agency’s (FEMA) Shelter Services Program, initially intended to help homeless Americans.

FEMA’s Emergency Food And Shelter Program (EFSP) was originally created in response to the homeless crisis of the late 1980s. But it has slowly expanded into another welfare program for the lazy, unemployable, drug users, and the professional homeless, subsidizing mostly Democrat big cities that encourage drug use, crime, and civic decay, resulting in a negative feedback loop where a normal social structure and employment become impossible, as has occurred in cities like San Francisco, Portland, Seattle, New York City, Baltimore, and Philadelphia.

EFSP is essentially nonexistent in the areas of America still dominated by the Historic American People because White American culture is associated with personal responsibility, religion, civic participation, and avoidance of the drug culture. White Republican states generally have growing economies, high wages, and lower unemployment, as with Florida under Governor Ron DeSantis.

EFSP is essentially a subsidy of big city Democrat machine politics, mostly working to prevent a political backlash to failed social programs and economic policies. The program also subsidizes Sanctuary Cities who encourage illegal immigration.

But the Zerg Rush has given the Biden Regime the opportunity to expand EFSP to aid illegal aliens, including programs that statutory aliens, especially illegal aliens, are ineligible for. Instead of risking legal defeat by expanding access of illegal aliens to programs such as Supplemental Nutrition Assistance Program (SNAP: food stamps) and Section 8 housing for which most aliens, including illegal aliens, are ineligible to participate in, the Biden Regime just decided to use EFSP as a work-around. By unilaterally making illegal aliens eligible for EFSP, the Biden Regime is expanding welfare access of illegal aliens, a major goal of the open borders advocates.

EFSP provides two of the costliest forms of welfare to illegal aliens, housing and food assistance, as well as other less costly benefits such as utilities and transportation.

  • Food, in the form of served meals or groceries.
  • Lodging in a mass shelter or hotel.
  • Rental or mortgage assistance to prevent evictions.
  • Utility payment to prevent service cutoffs.
  • Transportation costs associated with the provision of food or shelter.
  • Supplies and equipment necessary to feed or shelter people.

Illegal aliens are prohibited specifically from receiving direct FEMA benefits and there is no statutory exception for the EFSP program.

Furthermore, illegal aliens are ineligible generally for any welfare benefit program and are deportable if they avail themselves of most welfare programs unless there is a specific statutory exemption, of which EFSP is not an exempt program.

(5) Public charge

Any alien who, within five years after the date of entry, has become a public charge from causes not affirmatively shown to have arisen since entry is deportable.

Title 8 United States Code Section 1227, Deportable Aliens, US Code,

With no specific exemption for EFSP and a general deportation charge for aliens using public benefits like food and housing, the Biden Regime is lawlessly providing benefits to illegal aliens that cannot be otherwise provided by the Federal government. It is a clever workaround, but ultimately as lawless as giving illegal aliens food stamps or Section 8 housing.

It is a typical example of the Biden Regime Administrative Amnesty, imaginative use of policy and procedure to not only illegally expand immigration, but to expand the welfare eligibility of illegal aliens, something the Biden Regime has been doing from the start.
