Both minorities and whites who live in racially divided communities are exposed to higher levels of pollution than those who live in more integrated areas.

… Residents of a city like Memphis, they have found, are exposed to more pollution than those living in a city like Tampa, Fla., which is less racially divided.

Or perhaps residents of an older industrial city like Memphis tend to be exposed to more pollution now that federal auto emissions standards have greatly reduced pollution in newer cities, and have older neighborhoods, than a newer post-industrial city like Tampa?
