"But Rep. Cohen found out that there are certain unwritten social `rules` after Rep. William Lacy Clay, Sr. (D.-Mo.) circulated a memo saying that the caucus should remain `exclusively African-American`. His son, Rep. William Lacy Clay, Jr. (D.-Mo.) later added: `Mr. Cohen asked for admission, and he got his answer.` `It`s an unwritten rule. It`s understood. It`s clear.` "
