I believe strongly that second language students need English instruction.

But I also believe, equally strongly, that it should be a class before or after school or on Saturday and not part of regular classroom instruction.

Under the current system, an unfair amount of extra time is given to one segment of the school's population.

And schools that have a heavy enrollment of English language development students are the ones that aren't "achieving" according to State Superintendent of Public Instruction Jack O'Connell.

English language learners should go to school on their own time. What are they doing otherwise?

It's a merry-go-round.
