California Senator Dianne Feinstein has brought shame upon herself for her sponsorship of the 2004 bill to protect unaccompanied minors.

She and I both lived in San Francisco during the 1970s. She was on the Board of Supervisors and later became Mayor. I was a juvenile Probation Officer. She knows all about criminal adults claiming to be refugee teenagers and the organized crime groups that bring these alleged minors into the country.

In 1973 there was a burst of Mainland Chinese gang activity in every area of the country with a Chinese community. Because San Francisco has such a large Chinese population, we got the worst of it.  Adults passing as minors brought into the country by Chinese gangsters committed all the violence. This was not juvenile delinquency; these were soldiers.

The two dominant gangs were the Wah Ching and the Joe Boys. They were the enforcers for drug and human smugglers, extortionists, pimps, enforcers and executioners that preyed on the Chinese in San Francisco and Northern California.

These 20-something young men from Hong Kong were hardened criminals.  They arrived on bogus family unification visas. 

The bosses of the Joe Boys and Wah Ching would approach a Chinese couple to tell them to claim that they had left a son in China. The couple would be ordered on pain of death and destruction of their business to take this person into their home and support him, cook for him, buy him clothes, lend him their car and their daughters.

Since the criminals claimed to be teenagers, they had to attend high school. The Wah Ching and Joe Boys never caused trouble in school, but most of them carried guns and drove stolen luxury cars.

Soon there was war between the Joe Boys and the Wah Ching. They had machine guns, mortars and military weapons.

The most spectacular crime was the Golden Dragon restaurant massacre. Five innocent bystanders including two tourists were killed.

In light of the long history of fraud, any future unaccompanied minors should at least be given a through medical exam to ensure that they are under 18.

The parents who claim them should also be thoroughly checked out by a DNA test to be sure that the refugee is actually their child.
